Frank Sawyer was born in Massachusetts in 1835.  He served in the Arkansas House of Representatives in 1877 as a representative of Lincoln County.  He was mulatto and described as a lawyer and county assessor.  The 1880 Census reports him married, with both parents born in North Carolina.
